How to create a plugin

I’ve been looking into creating Yext functions documentation available at Introduction | Hitchhikers

What is the starting point?
Where do I create the functions?
Can I do it in the admin console? (Tried looking there, all that I see is, I can add only JSON files but not any ts files).

Can we please have the pre-steps of creating Yext functions?
