Apple delegation is currently only available for customers with 25 locations or more.

As an alternative to leveraging the Yext Apple Business Connect account, Apple has an additional setup where you can leverage your own Apple Business Connect account. If you would like to use your own Business Connect account, you must delegate Yext as an agency to manage their account resources on their behalf.
