Access to Knowledge Tags for Entity Manager Users

In the past, I have always copied Knowledge Tags scripts and email them to my clients (and perhaps there web developer) for implementation.

A recent client is a web developer himself, so I instructed him where to go to get to his Knowledge Tags script. But based on the screenshot he sent me of the left-hand navigation menu, it’s not available to him.

I resolve the issue easily by copying the script myself and emailing it to him. But I’m surprised that an entity manager can’t get to it himself or herself. Shouldn’t that be available to them?
