The system tells me I failed to “Create a new Saved Filter called FAQs on Answers”, however, I have created the filter already and applied it correctly. (As far as I know)

You’re close on this one. Based on the instructions in Step 9, you’ll want to set a filter that ensures the Answer field has data. Currently, you’ve set a filter for Fields with Data include any of Active on Answers. You’ll just have to switch that field and you’ll be good to go.
