Is it possible to boost entities in a certain tiered structure and then sort each bucket A->Z? I want a certain value (within a single option select custom field) to show up every time before another value and then sort those instances A-Z before showing the next set. I tried using different boost Values to separate the entities but it doesn’t seem to be working

Great question - have you tried using Sorting for both of these? In other words, make both fields sortable and preference the sorting by the first value. It will hopefully yield the results you’d like.
Don’t forget to add relevance sorting first if you would like to.
