Is it possible to use Query Rules to apply a sort on results? For example, a search containing the words “most popular” should sort the result set by Customer Rating descending.

Great question - this is not something that we support today but might be down the line! It’s definitely a compelling use case.
As a solution in the meantime, we would recommend boosting the entities that you want to return first based on Customer Rating. To review how to boost entities, see the unit with the Query Rules module here: Action - Boost and Bury Entities | Hitchhikers
