If a client has Knowledge Graph and Listings but not Answers. Is the Frequently Asked Questions - field in the Knowledge Graph relevant. If so are these Frequently Asked Questions if filled out published out to the locations?

If you have the Frequently Asked Questions field filled out for Locations, that information will be synced and published to Google! As of now, Google is the only publisher where this data is supported.
